Long Term Infrastructure Investors Association and UK Regulators’ Network convened over 60 executives representing UK regulators, institutional investors in the UK infrastructure, fund managers, rating agencies, advisers and industry bodies. The debate – centred on opportunities to align the interests of investors and consumers – was open, constructive and often inspirational, setting a clear scope to deepening direct dialogue between regulators and infrastructure market players in the UK. OECD’s involvement in the event enabled comments on the UK infrastructure regulation in the international context.
Discussion topics included predictability of regulatory rulings and benefits of a greater alignment between different regulators; potential impact of Brexit and the future role of concessions in the British economy; the importance of benchmarking data and investors’ involvement in policy consultations.
Representing UK regulators were Dermot Nolan, Ofgem CEO, Andrew Haines, CEO Civil Aviation Authority, senior executives from Ofwat, ORR and Infrastructure and Projects Authority. Investor side speakers included seniors from InfraRed Capital Partners, Meridiam Infrastructure, First State Investments, Deutsche Bank and RBS.
